Law as
partnership,
not a service.

PVM attorneys Tihana Posavec Vlašić and Marko Mećar
ABOUT US

Meet the firm.

PVM did not come about by chance — it was founded as a deliberate decision by two attorneys who knew exactly what kind of firm they wanted to build.

Before founding the firm, its partners gained extensive, long-standing experience in complex business transactions, energy and infrastructure projects, and corporate and regulatory matters.

The firm has deliberately remained a boutique — this is our model, not a limitation. Our partners are not simply managers coordinating teams. They are attorneys who personally handle every matter.

We have established working relationships with a number of domestic and international law firms and maintain a network of financial, tax and other specialist advisers, including experts in energy, construction and technical disciplines. This network enables us to assemble, at short notice, an interdisciplinary team of the right size and expertise for complex, large-scale projects, and to provide comprehensive and efficient legal support.

Members of our team have been recognised in independent international legal rankings, including Chambers and Partners, for their expertise and the quality of their legal advice.

Partners with extensive experience

Experience gained on complex commercial, energy, infrastructure and real estate matters.

Direct partner involvement

Every matter is led by a partner who is responsible for advice, strategy and client communication.

Teams tailored to each project

For larger and interdisciplinary matters, we assemble the right team of legal, technical, financial and other experts.

“In a boutique firm, every matter receives the kind of attention a large firm can rarely promise.”

OUR APPROACH

01

Where law meets business

The law is our starting point; your business goals set the direction.

02

Clarity in complexity

Complexity is our concern, not yours. Every analysis ends with a clear recommendation: what to do, and why.

03

Anticipating risk

True stability is not built by firefighting. We identify and address risks before they become obstacles.

PRACTICE AREAS

Where we
make a difference.

We do not do everything for everyone. Depth is our advantage.

01

Energy

We approach energy in depth. We advise market participants and regulated entities through every phase of a project — from market entry, property-law matters and environmental procedures to permitting, financing and commercialisation. Alongside our growing work on power purchase agreements (PPAs) and battery energy storage system (BESS) projects, we closely follow European and national regulatory developments. Our aim is to anticipate change and prepare clients for new obligations before they take effect.

02

Commercial and Corporate Law

We provide ongoing legal support to companies in their day-to-day operations and strategic decisions. We advise on the drafting, review and negotiation of commercial contracts, corporate governance, compliance, employment matters, IP and IT matters, and real estate projects. We support management and supervisory boards on matters of liability, compliance and decision-making.

03

Infrastructure and Construction

From motorways and gas pipelines to solar power plants, wind farms and LNG projects — we have worked on some of the most complex infrastructure projects in the region. We understand how to align the legal, technical and financial aspects of a project. We advise on EPC, FIDIC and consortium agreements, design-and-build contracts, turnkey contracts and supervision agreements. We also advise on public procurement, concessions, building rights, the acquisition of property rights and the resolution of title issues, permits and other regulatory matters, grid connection, and construction disputes.

04

Mergers and Acquisitions (M&A)

We guide acquisitions from the initial analysis to signing — due diligence, risk identification, and the structuring and execution of the transaction. We have represented both buyers and sellers in some of the most significant transactions in the Croatian energy and industrial sectors, including share acquisitions, business transfers, joint ventures and restructurings.

05

Dispute Resolution and Representation before Authorities

We represent clients before courts, administrative authorities and arbitral tribunals — in disputes that require in-depth knowledge of sector-specific regulation, complex contractual relationships and the business context. We handle contractual, energy and infrastructure disputes, as well as administrative proceedings and disputes with public authorities. Where possible, we help clients avoid disputes altogether.

06

Competition Law and State Aid

We advise in proceedings before the Croatian Competition Agency (AZTN), on permissible forms of cooperation between undertakings, and on state aid assessments before national and European authorities. In energy and infrastructure, the line between regulated and market activity is a fine one — and we know it from the inside.

TEAM

On every project, you work directly with the founding partners. We believe in personal commitment and direct accountability to every client.
